True Moroccan forerunners only exist cancelled from 1893 from ships of the Woerman Lines, where representatives aboard these ships were entitled to issue German Empire stamps. Letters cancelled on board can only be distinguished by seapost cancels with arrival or sender notations.

On 20th Dec 1899 the first Moroccan Foreign Post Office was opened in Tanger and had stamps issued bearing the country name from day one. Initially the German Post Offices only handled mail transiting along the coast, all internal mail was handled by private companies.
